Loudoun’s BOS Adopts Unmet Housing Needs Strategic Plan

Loudoun’s Board of Supervisors has officially adopted the Unmet Housing Needs Strategic Plan (UHNSP).  The plan is a key step in the implementation of the Loudoun County 2019 Comprehensive Plan and is designed to assist the county in improving housing accessibility, affordability, and quality for families.

The plan is also meant to delineate how Loudoun County will comprehensively approach unmet housing needs through integrated programs, and create housing targets over the short term (within the next five years) and the long term. Below is a current breakdown of the plan: 

The UHNSP’s Five Objectives

  • Establish a coordinated, collaborative and integrated housing network.
  • Secure land resources needed to address unmet housing needs.
  • Obtain viable funding sources.
  • Provide incentives, establish priorities and increase access to affordable housing.
  • Implement policy changes to support affordable housing production and preservation.

These objectives and corresponding key actions offer a comprehensive approach for the county to begin bridging its housing affordability gap. 

Attainable Housing Goal

The UHNSP has set a 16,000 attainable housing goal for 2040. This goal aligns with the land use planning policies of the Loudoun County 2019 Comprehensive Plan, which calls for 20% of forecasted new housing to be affordable. In the long term, this will add 8,000+ new affordable housing units to the supply by 2040. Approximately 7,800 affordable housing units will be developed from housing that currently exists.

According to the County’s UHNSP webpage, the plan will address unmet housing needs at each level of Area Median Income (AMI) up to 100% (or $121,300 as of 2019).
